Such extensions are automatic upon presidential\nrecommendation, to be made by June 3, unless they are disapproved by a joint resolution of Congress. \nSuch resolutions are enacted -- should the Congress wish to do so -- under specific procedural\nprovisions, deemed a part of the rules of either House, and in this context superseding other rules\ninconsistent with them.
