About two decades ago,\nCongress began to authorize expanded U.S. military support to other U.S. agencies in enforcing\nU.S.\nlaws, particularly counterdrug laws. Over the last several years, however, Department of Defense\n(DOD) funding for counterdrug activities along the Southwest border has dropped from a high of \n$186.7 million in FY1992 to $105.6 million in FY1998. This military border presence is\ncontroversial.\nSome argue that the \"militarization\" of the border alienates and endangers residents, and\ncontravenes\nthe historical separation of military and law enforcement functions. Others judge it a necessary\ndefense\nagainst the pervasive, powerful influence of drug traffickers, and argue that military assistance at\nthe border should be expanded. The House version of the FY1999 DOD Authorization Bill\n( H.R. 3616 , now in conference) would provide specific authority to permit troops to assist\nLEAs with immigration and customs functions, as well as drug control.\n This report will be updated as needed.
