      "summary": "On October 23, 1998, Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority\nChairman Yasir Arafat signed the Wye River Memorandum which delineates parallel, incremental\nsteps to be taken over a 12-week period to complete implementation of prior agreements. A time\nline attached to the Memorandum defines an exchange of Israeli redeployments from the West Bank\nfor concrete security measures to be taken by the Palestinians. Congress may be concerned about\nprovisions that appear to expand the U.S. role, especially about unusually visible Central\nIntelligence Agency activity concerning implementation of security measures and U.S. aid\ncommitments.
