Such measures may include, but are not limited to, goals, timetables, set-asides, quotas, priorities, and preferences, as those terms are generally (however imperfectly) understood. Based on searches of the LEXIS/NEXIS and WESTLAW legal databases using a variety of search strategies, the compilation seeks to be as comprehensive as possible. With certain noted exceptions, the report collectively describes those statutes found during the course of our research that appear, in any manner, to prefer or consider race, gender, or ethnicity as affirmative factors in federal employment, in the award of federal contracts, or in granting any federal benefit to individuals, groups, or institutions. Several laws directed to \u201csocially and economically disadvantaged\u201d individuals, groups, and institutions are included because, as more fully explained by the report, that term has been defined administratively and by statute to presumptively apply to specific racial or ethnic minorities or women.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/R41038", "sha1": "715ae47c18d06de3d8caa76a88d2394bdecf5721", "filename": "files/20110414_R41038_715ae47c18d06de3d8caa76a88d2394bdecf5721.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/R41038", "sha1": "720ccc8181e5595a55837e6c60ab8ed9d74449a2", "filename": "files/20110414_R41038_720ccc8181e5595a55837e6c60ab8ed9d74449a2.pdf", "images": null } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc31350/", "id": "R41038_2010Oct01", "date": "2010-10-01", "retrieved": "2011-03-09T09:26:47", "title": "Survey of Federal Laws Containing Goals, Set-Asides, Priorities, or Other Preferences Based on Race, Gender, or Ethnicity", "summary": "This report provides a broad, but by no means exhaustive, survey of federal statutes that specifically refer to race, gender, or ethnicity as factors to be considered in the administration of any federal program.", "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20101001_R41038_475dbb338dd0510aaf5f0da2f1a9c171e035e705.pdf" }, { "format": "HTML", "filename": "files/20101001_R41038_475dbb338dd0510aaf5f0da2f1a9c171e035e705.html" } ], "topics": [ { "source": "LIV", "id": "Women", "name": "Women" }, { "source": "LIV", "id": "Minorities", "name": "Minorities" }, { "source": "LIV", "id": "Civil rights", "name": "Civil rights" }, { "source": "LIV", "id": "Civil rights legislation", "name": "Civil rights legislation" }, { "source": "LIV", "id": "Employee selection", "name": "Employee selection" }, { "source": "LIV", "id": "Racial discrimination", "name": "Racial discrimination" }, { "source": "LIV", "id": "Reverse discrimination in employment", "name": "Reverse discrimination in employment" } ] } ], "topics": [ "Energy Policy", "Foreign Affairs", "Health Policy", "National Defense" ] }
