Since the September 11, 2001 (9/11) attacks, the FBI has implemented a series of reforms intended to transform itself from a largely reactive law enforcement agency focused on investigations of criminal activity into a more proactive, agile, flexible, and intelligence-driven agency that can prevent acts of terrorism.\nThis report provides background information on key elements of the FBI terrorism investigative process based on publicly available information. It discusses\nseveral enhanced investigative tools, authorities, and capabilities provided to the FBI through post-9/11 legislation, such as the USA PATRIOT Act of 2001; the 2008 revision to the Attorney General\u2019s Guidelines for Domestic FBI Operations (Mukasey Guidelines); and the expansion of Joint Terrorism Task Forces (JTTF) throughout the country;\nintelligence reform within the FBI and concerns about the progress of those reform initiatives;\nthe FBI\u2019s proactive, intelligence-driven posture in its terrorism investigations using preventative policing techniques such as the \u201cAl Capone\u201d approach and the use of agent provocateurs; and\nthe implications for privacy and civil liberties inherent in the use of preventative policing techniques to combat terrorism.\nThis report sets forth possible considerations for Congress as it executes its oversight role. These issues include the extent to which intelligence has been integrated into FBI operations to support its counterterrorism mission and the progress the Bureau has made on its intelligence reform initiatives.", "type": "CRS Report", "typeId": "REPORTS", "active": true, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/R41780", "sha1": "fd21f8d821461b0745d316eafb5ac8257dfe4a13", "filename": "files/20140219_R41780_fd21f8d821461b0745d316eafb5ac8257dfe4a13.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/R41780", "sha1": "ac6d8c39be0b6f9a31e8fe39a90d84be2556b6f1", "filename": "files/20140219_R41780_ac6d8c39be0b6f9a31e8fe39a90d84be2556b6f1.pdf", "images": null } ], "topics": [ { "source": "IBCList", "id": 2496, "name": "Crime and Punishment" }, { "source": "IBCList", "id": 2684, "name": "Civil Liberties and National Security" }, { "source": "IBCList", "id": 3456, "name": "Terrorism and Counterterrorism Policy" }, { "source": "IBCList", "id": 3473, "name": "Emergency and Disaster Preparedness" } ] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc462980/", "id": "R41780_2013Apr24", "date": "2013-04-24", "retrieved": "2014-12-05T09:57:41", "title": "The Federal Bureau of Investigation and Terrorism Investigations", "summary": "This report provides background information on key elements of the FBI terrorism investigative process, based on publicly available information.
