The law sets funding for the Department of State, Foreign Operations, and Related Programs (SFOPS) at $57.53 billion for the FY2017 full-year. This level represents an increase of 8.8% above the estimated FY2016 funding level, all due to a 40% increase in Overseas Contingency Operations (OCO) funds.\nMore than a year ago, on February 9, 2016, the Obama Administration submitted to Congress its original FY2017 budget request for SFOPS totaling $52.78 billion (-0.1% compared with the FY2016 estimate), including $37.89 billion for enduring (ongoing, regular or base) funds and $14.89 billion designated as OCO. Of the total request, $17.05 billion was for State Department Operations and related agencies (a 3.6% increase over FY2016 estimates); $35.74 billion was for Foreign Operations (-1.8% compared with the FY2016 estimates). \nOn June 29, 2016, the Senate Appropriations Committee introduced and reported Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 (S. 3117/S.Rept. 114-290). It would have provided a total of $52.24 billion, after rescissions and including OCO. This was $542.04 million (or 1%) below President Obama\u2019s request. For State Operations and related agencies, it would have provided $16.88 billion and for Foreign Operations, $35.52 billion. \nOn July 15, 2016, the House Appropriations Committee reported its Department of State, Foreign Operations, and Related Programs Appropriations Act, 2017 (H.R. 5912/H.Rept. 114-693). The measure would have provided $52.24 billion, including OCO. It was $546 million (or 1%) below President Obama\u2019s request, and about $4 million less than the Senate bill. Funding for State Operations and related agencies would have been $16.29 billion, nearly $600 million below the Senate funding level. The bill\u2019s Foreign Operations funding level of $35.95 billion was $432 million above the Senate-recommended level.\nOn September 29, 2016, President Obama signed into law (P.L. 114-223) a continuing resolution (CR, H.R. 5325) to extend funding the federal government, including the SFOPS appropriations, until December 9, 2016. \nOn November 10, 2016, the Obama Administration made a supplemental appropriations request for FY2017 activities and to address humanitarian needs related to ISIS, bringing the total FY2017 request to $58.71 billion.\nOn December 10, 2016, Congress passed and President Obama signed into law a second continuing resolution, the Further Continuing and Security Assistance Appropriations Act, 2017, P.L. 114-254 (H.R. 2028), Division A, to fund the federal government through April 28, 2017. Division B of that Act, the Security Assistance Appropriations Act, 2017, provided $4.3 billion in supplemental FY2017 funds for SFOPS counterterrorism activities. Together with the $53.23 billion provided in P.L. 115-31 (see above), the supplemental funding in P.L. 114-254 brings total enacted SFOPS funding for FY2017 to $57.53 billion, an 8.8% increase over the FY2016 SFOPS funding level. The increase is entirely due to a 40% total increase in OCO funding.\nThis is the final update of a report that provides an overview of FY2017 SFOPS enacted funding levels and compares them to the Obama Administration\u2019s request, House and Senate SFOPS proposals, and FY2016 estimated appropriations.", "type": "CRS Report", "typeId": "REPORTS", "active": true, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/R44391", "sha1": "7871b929cef8caae8691166834a4b28213dea987", "filename": "files/20170526_R44391_7871b929cef8caae8691166834a4b28213dea987.html", "images": {} }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/R44391", "sha1": "bb25422bb5ad39be5abd3d90a4836df6e82bd10a", "filename": "files/20170526_R44391_bb25422bb5ad39be5abd3d90a4836df6e82bd10a.pdf", "images": {} } ], "topics": [ { "source": "IBCList", "id": 4787, "name": "State Department & International Organizations" }, { "source": "IBCList", "id": 4896, "name": "State & Foreign Operations Appropriations" } ] }, { "source": "EveryCRSReport.com", "id": 458040, "date": "2017-01-04", "retrieved": "2017-01-06T19:13:24.195271", "title": "State, Foreign Operations and Related Programs: FY2017 Budget and Appropriations", "summary": "On February 9, 2016, the Obama Administration submitted to Congress its FY2017 budget request for State, Foreign Operations, and Related Programs (SFOPS) totaling $52.78 billion (-0.1% compared with the FY2016 estimate), including $37.89 billion for enduring funds and $14.89 billion designated as Overseas Contingency Operations (OCO). For most accounts, the CR provides funding at the FY2016 level, less 0.19% for non-OCO accounts. There are, however, many exceptions to this formula. Within Division B, Security Assistance Appropriations Act, 2017, Title II, Congress provided an additional $4.3 billion for SFOPS counterterrorism/counter, which included an additional $5.78 billion in SFOPS OCO accounts, primarily for counter-ISIS -ISIS and humanitarian aid activities, spread across more than a dozen OCO accounts.
