      "summary": "Congress continues to focus on reforming defense acquisition. Both chambers\u2019 versions of the FY2018 National Defense Authorization Act include a large number of provisions dealing with defense acquisition, particularly in each bill\u2019s Title VIII, Acquisition Policy, Acquisition Management, and Related Matters. These provisions build on the large number of acquisition provisions enacted in the last two years. \nThe House bill\u2014passed by the House on July 14, 2017\u2014includes 48 provisions, 15 of which were first introduced in a stand-alone acquisition reform bill by Chairman of the House Armed Services Committee, Representative Mac Thornberry. \nThe Senate bill was placed on the Senate Legislative Calendar on July 10, 2017 and includes 66 provisions. \nBoth bills address certain areas of common interest: acquisition of commercial items, services contracts, \u201cother transaction\u201d authority, intellectual property and the management of the acquisition system. In managing the acquisition system, the bills focus on data analytics, should-cost management, software acquisition and revising reforms from previous years. \nThe bills share an additional six provisions with very similar language.",
