The Administration\nrequested $22.7 billion for these programs for FY2001 compared with $21.2 billion appropriated in\nFY2000. The House bill, H.R. 4733 , passed on June 28, 2000, allocated $21.74 billion. \nThe Senate passed its version of H.R. 4733 September 7, appropriating $22.5 billion. \nThe conference bill, reported September 27, appropriated a total of $23.3 billion. That bill was\nvetoed, largely for non-fiscal reasons, and the Senate October 12 added a new version of the\nconference bill, with essentially the same funding but without the veto-drawing measure, to the\nVA/HUD appropriations measure, H.R. 4635 . On October 18, H.R. 5483 \nwas introduced in the House, containing the Energy and Water appropriations provisions included\nin the Senate-passed version. On the same day the conference report to H.R. 4635 was\nfiled, including the provisions of H.R. 5483 . The House and the Senate agreed to the\nconference report on October 19, and the President signed the bill October 27 ( P.L. 106-377 ). \n Key issues involving Energy and Water Development appropriations programs include:\n authorization of appropriations for major water/ecosystem restoration\ninitiatives for the Florida Everglades and California \"Bay-Delta\"; \n reform or review of Corps study procedures and agency management\npractices; \n spending for solar and renewable energy to address global climate change\nissues; \n a pending decision by DOE on the electrometallurgical treatment of nuclear\nspent fuel for storage and disposal, a process that opponents contend raises nuclear proliferation\nconcerns; \n implementation of the new National Nuclear Security Administration\n(NNSA); \n an expanded Threat Reduction Initiative aimed at ending Russia's production\nof plutonium that can be used to make nuclear weapons; and \n DOE management of its Spallation Neutron Source Project (SNS).", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL30507", "sha1": "ab159afa388c0e534ef4f0c611f161c05df05607", "filename": "files/20001120_RL30507_ab159afa388c0e534ef4f0c611f161c05df05607.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL30507", "sha1": "7d88133cfb6b1af6ff024e2594dd847d2e58334a", "filename": "files/20001120_RL30507_7d88133cfb6b1af6ff024e2594dd847d2e58334a.pdf", "images": null } ], "topics": [] }, { "source_dir": "crsreports.congress.gov", "title": "Appropriations for FY2001: Energy and Water Development", "retrieved": "2020-08-23T18:04:58.028871", "id": "RL30507_2_2000-10-13", "formats": [ { "filename": "files/2000-10-13_RL30507_da39a3ee5e6b4b0d3255bfef95601890afd80709.pdf", "format": "PDF", "url": "https://crsreports.congress.gov/product/pdf/RA/RL30507/2", "sha1": "da39a3ee5e6b4b0d3255bfef95601890afd80709" } ], "date": "2000-10-13", "summary": null, "source": "CRSReports.Congress.gov", "typeId": "RA", "active": false, "sourceLink": "https://crsreports.congress.gov/product/details?prodcode=RL30507", "type": "CRS Report Type RA" }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metacrs1199/", "id": "RL30507 2000-09-19", "date": "2000-09-19", "retrieved": "2005-06-11T09:14:04", "title": "Appropriations for FY2001: Energy and Water Development", "summary": "Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills.
