H.R. 4 \nincludes renewables provisions that would authorize research and development (R&D) funding,\nprovide alternative fuel tax incentives, create a residential solar tax credit, extend the renewables\nproduction tax credit, and fund renewables with income derived from development of the Arctic\nNational Wildlife Refuge (ANWR). The renewable energy provisions of the House bill are derived\nprimarily from several comprehensive bills and contain many, if not most, of the renewable energy\nrecommendations in the Administration's National Energy Policy report. H.R. 4 passed\nthe House on August 2, 2001.\n Similarly, the renewable energy provisions of S. 1766 are derived primarily from\nseveral comprehensive Senate bills. The Senate bill contains several provisions that address areas\nin H.R. 4 , such as authorization for R&D funding and requirements for alternative fuels. \nAlso, S. 1766 has several renewables provisions that are not in the House bill. They\ninclude a renewable energy portfolio standard, transmission access, net metering, a federal purchase\nrequirement, a production incentive for local government, and support for international technology\ndeployment. It remains to be seen whether S. 1766 will be amended to incorporate\nadditional renewable energy provisions from other bills. S. 1766 was introduced on\nDecember 5, 2001.\n Other action in the first session focused on appropriations bills that fund renewables programs\nat the Department of Energy (DOE) and at programs of certain international agencies; loans, grants\nand other provisions in farm bills; and other bills that address, for example, business loans and\nfederal agency measures.\n For each bill listed in this report, there is a brief description and a summary of action, including\nreferences to committee hearings and reports.
