This Act\r\nprovides discretionary funds for three federal departments and related agencies. The report\r\nsummarizes L-HHS-ED discretionary funding issues, but not authorization or entitlement issues.\r\n On February 4, 2002, the President submitted the FY2003 budget request to the Congress. The\r\nL-HHS-ED request is $130.7 billion in discretionary funds; the comparable FY2002 amount was\r\n$128.1 billion, enacted primarily through P.L. 107-116 . In the 108th Congress,\r\nan FY2003\r\nL-HHS-ED bill was introduced in the House as H.R. 246 ; the\r\nSenate-passed version\r\nwas included in H.J.Res. 2 . The conference version of H.J.Res.\r\n2 was signed into\r\nlaw as P.L. 108-7 on February 20, 2003, providing $135.8 billion in discretionary funds for\r\nL-HHS-ED, prior to an \"across-the-board\" reduction (discussed on page 10). A series of eight\r\ncontinuing resolutions, P.L. 107-229 , as amended, provided interim FY2003\r\nappropriations through\r\nFebruary 20, 2003.\r\n Department of Labor (DOL): DOL discretionary appropriations were $12.0\r\n billion in\r\nFY2002; $11.9 billion is enacted for FY2003. Compared to FY2002 funding levels, Unemployment\r\nCompensation increased $234 million, and Workforce Investment Act programs decreased $263\r\nmillion.\r\n Department of Health and Human Services (HHS): HHS discretionary\r\n appropriations were\r\n$56.9 billion in FY2002; $60.7 billion is enacted for FY2003. Increases include $3.8 billion for the\r\nNational Institutes of Health, $172 million for Community Health Centers, $121 million for Ryan\r\nWhite Aids Programs, $155 million for Program Management at Centers for Medicare and Medicaid\r\nServices, and $131 million for Head Start. The Public Health and Social Services Emergency Fund\r\nis reduced by $414 million, and the Low-Income Home Energy Assistance Program Emergency\r\nAllocation is eliminated.\r\n Department of Education (ED): ED discretionary appropriations were $49.9\r\n billion in\r\nFY2002; $53.4 billion is enacted for FY2003. Increases include $1.4 billion for Title I Part A Grants\r\nto Local Educational Agencies and $1.4 billion for Individuals with Disabilities Education Act\r\n(IDEA) Part\u00a0B Grants to States. An increase of $100 million is provided for Reading First\r\nState\r\nGrants, $100 million for Teacher Quality State Grants, and $125 million for Pell Grants.\r\n Related Agencies: Discretionary appropriations for related agencies were\r\n $9.2 billion in\r\nFY2002; $9.7 billion is enacted for FY2003.
