Of this, $9.0 billion was designated for accounts falling within the jurisdiction of the\nAppropriations Committees' subcommittees on military construction. This request was\napproximately $1.7 billion less than that appropriated for FY2002. The decrease resulted from a\n$2.1 billion reduction in domestic military construction that was offset somewhat by increases for\nfamily housing and for building at military installations overseas. The Department of Defense stated\nthat some projects were withheld anticipating the FY2005 base realignments and closures (BRAC)\nround. To offset the decrease, DOD increased its request to maintain and rehabilitate existing defense\nproperty (funded from other appropriations) by approximately $677 million above the amount\nenacted in FY2002. $4.2 billion of this year's request is devoted to military construction projects.\nAccording to the President's current national defense budget estimate, requests for these same\naccounts are expected to rise to $12.7 billion by FY2007. Amendments to the FY2003 military\nconstruction appropriation are included in H.J.Res. 2 of the 108th Congress.\n In a separate action for the Defense Emergency Response Fund (DERF), the Administration\nrequested an additional $594 million (subsequently raised to $717 million) in military construction\nbudget authority. This report contains information on how this has been apportioned between the\nservices. For the current status of DERF legislation, see CRS Report RL31305 , Authorization\nand\nAppropriations for FY2003: Defense , by Stephen Daggett and Amy Belasco.\n Authorization of military construction is included within the defense authorization bill. The\nHouse passed its version of the bill ( H.R. 4546 ) on May 10. The Senate Armed Services\nCommittee marked its authorization bill ( S. 2514 ) and reported it on May 15. The\nSenate substituted the text of S. 2514 for that of H.R. 4546 , passed the\namended bill, and appointed conferees on June 27, 2002. The House further amended the bill and\nappointed conferees on July 26. Conferees began meeting on September 5, 2002, reporting the bill\non November 12 ( H.Rept. 107-772 ). The President enacted the bill as P.L. 107-314 on December\n2.\n Military construction appropriations markup by the House Appropriations Committee occurred\non June 24. The bill ( H.R. 5011 ) was introduced on June 25 and passed on June 26. The\nSenate Appropriations Committee marked its version of the bill ( S. 2709 ) on June 27. \nOn July 17, the Senate substituted the language of S. 2709 for that of H.R. 5011 , passed the amended bill on July 18, and appointed conferees. The House rejected the Senate\namendment on September 10. The House and Senate adopted the conference report ( H.Rept.\n107-731 ) on October 10 and 11, respectively, and the bill was enacted by the President on October\n23 as P.L. 107-249 .
