Of these nominations, seven were submitted by President Clinton before\nhe left office and were withdrawn by President Bush on March 19, 2001. President Bush submitted\n347 nominations, of which 297 were confirmed, two were withdrawn, 35 were returned to him at\nthe August 2001 recess, one was returned to him at the adjournment of the first session, and 12 were\nreturned to him at the end of the 107th Congress. \n President Clinton made eight recess appointments during the intersession between the 106th\n and\n107th Congresses, all of which expired at the end of the first session of the 107th Congress. \nPresident\nBush made three intersession recess appointments to the departments, each of which expired at the\nend of the 107th Congress.
