H.R. 5710 ,\ndescribed as a revised version of the original White House proposal to create a new Department of\nHomeland Security, was passed by the House on November 13, 2002.  H.R. 5710 \nincludes language related to the President's authority under 5 U.S.C. Section 7103(b)(1).\n  The report provides a legislative history of 5 U.S.C. Section 7103(b)(1). In addition, the report\nreviews the concept of successorship, whereby a union may retain its status as the exclusive\nrepresentative of employees acquired by a new employer. Successorship could be an issue for the\neighteen unions that represent employees affected by the reorganization.\n  This report will be updated as events warrant.",
