Title II Part A authorizes three types of competitively awarded grants\u2014state grants, partnership grants, and recruitment grants\u2014with the annual appropriation divided 45%, 45%, and 10% respectively among these kinds of grants.\nState grants are one-time, three-year grants for such activities as holding teacher preparation programs accountable for the quality of their graduates or reforming teacher certification requirements. Partnership grants are one-time, five-year grants to partnerships that must include at least three entities: an institution with a high performing teacher preparation program, a school of arts and sciences, and a high need school district. Among required uses are teacher preparation program accountability and professional development. Recruitment grants are one-time, three-year grants to states or partnerships, supporting scholarships with a teaching service requirement or activities to recruit highly qualified teachers for high need districts and schools.\nStates receiving HEA funds must report annually on the quality of teacher preparation, including information on the pass rates of graduates on initial certification assessments. Higher education institutions enrolling HEA-aided students in their teacher preparation program must report annually detailing, among other things, the certification exam pass rates of graduates. States must establish procedures for identifying low-performing teacher preparation programs. If states withdraw approval or funding due to this designation, the affected programs cannot enroll students receiving HEA Title IV federal student aid.\nDuring the HEA reauthorization process, grant-related issues may include program effectiveness; mandated division of the annual appropriation when most states have received these one-time only grants; and the mix of kinds of grants and activities. Accountability issues may include inconsistency across states in standards for identifying low-performing teacher preparation programs; effectiveness of pass rate-based accountability for teacher preparation programs; reporting by states and institutions of 100% pass rates; and possible alternatives to the current framework.\nThis report will be updated as events warrant.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL31882", "sha1": "7de4fe3db9c3d5e6568d7b9173b1955660e8eb45", "filename": "files/20080321_RL31882_7de4fe3db9c3d5e6568d7b9173b1955660e8eb45.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL31882", "sha1": "4bf23a6cc5bd890b146e55d7cccf0c3e1967436a", "filename": "files/20080321_RL31882_4bf23a6cc5bd890b146e55d7cccf0c3e1967436a.pdf", "images": null } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc817037/", "id": "RL31882_2006Jan23", "date": "2006-01-23", "retrieved": "2016-03-19T13:57:26", "title": "Teacher Quality Enhancement Grants (Title II, Part A of the Higher Education Act): Overview and Reauthorization Issues", "summary": null, "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20060123_RL31882_497775529d805c841e3caecedacbb4bed96b8250.pdf" }, { "format": "HTML", "filename": "files/20060123_RL31882_497775529d805c841e3caecedacbb4bed96b8250.html" } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc809858/", "id": "RL31882_2005Oct31", "date": "2005-10-31", "retrieved": "2016-03-19T13:57:26", "title": "Teacher Quality Enhancement Grants (Title II, Part A of the Higher Education Act): Overview and Reauthorization Issues", "summary": null, "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20051031_RL31882_86c4374007319f7334d2de712da8851cd2cb1a9d.pdf" }, { "format": "HTML", "filename": "files/20051031_RL31882_86c4374007319f7334d2de712da8851cd2cb1a9d.html" } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metacrs4420/", "id": "RL31882 2003-07-23", "date": "2003-07-23", "retrieved": "2005-06-11T06:33:15", "title": "Teacher Quality Enhancement Grants (Title II, Part A of the Higher Education Act): Overview and Reauthorization Issues", "summary": null, "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20030723_RL31882_aab5d63a10f26a7a6b3b86a4f41d0ed17f737281.pdf" }, { "format": "HTML", "filename": "files/20030723_RL31882_aab5d63a10f26a7a6b3b86a4f41d0ed17f737281.html" } ], "topics": [ { "source": "LIV", "id": "Elementary and secondary education", "name": "Elementary and secondary education" }, { "source": "LIV", "id": "Teacher education - Grants-in-aid - Law and legislation", "name": "Teacher education - Grants-in-aid - Law and legislation" }, { "source": "LIV", "id": "Budgets", "name": "Budgets" }, { "source": "LIV", "id": "Higher education", "name": "Higher education" } ] } ], "topics": [ "Education Policy" ] }
