Because of this nonamendability requirement on one hand and, on the other, the\nCongress\u2019s intent to exercise its constitutional function of fashioning foreign trade policy\nso as to\nassure that such agreements reflect the objectives set for them by the legislation authorizing their\nnegotiation and its own diverse interests and goals, the Congress requires the President to keep it\ncurrently informed regarding the negotiations through frequent consultations, notices, and reports\nbefore, during, and after the negotiations.
