Bush submitted nominations to the Senate for\n77\nof the 153 full-time positions on 34 regulatory and other boards and commissions that have such\npositions. A total of 102 nominations were submitted for these positions, of which 72 were\nconfirmed, 6 were withdrawn, and 24 were returned to the President. The number of nominations\nexceeds the number of positions because the President submitted multiple nominations for some\npositions. In some cases, for example, the President submitted one nomination for the end of a term\nin progress and a second nomination of the same person to the same position for the succeeding\nterm. In other cases, the President submitted a second nomination after his first choice failed to be\nconfirmed. The President also usually submits an \u201cextra\u201d nomination of an\nindividual to whom he\nhas given a recess appointment in order to comply with a law affecting the payment of that\nappointee. President Bush made 15 appointments to regulatory and other boards and commissions\nwhen the Senate was adjourned during a session (known as intrasession recess appointments) and\n2 other appointments between sessions (known as intersession recess appointments). At the end of\nthe Congress, 15 incumbents were serving past the expiration of their terms. In addition, there were\n12 vacancies among the 153 positions. For 3 of these 12 vacancies -- one at the National Labor\nRelations Board and two at the Nuclear Regulatory Commission -- the President had submitted\nnominations during the 108th Congress that were not confirmed by its end.\n \n This report provides an overview of the process for filling positions to which the President\nmakes appointments with the advice and consent of the Senate. It also specifies, for the 108th\nCongress, all nominations to full-time positions on 34 regulatory and other collegial boards and\ncommissions. Profiles of each board and commission provide information on their organizational\nstructures, membership as of December 8, 2004, and appointment activity during that Congress. The\norganizational section discusses the statutory requirements for the appointed positions, including the\nnumber of members on each board or commission, their terms of office, whether or not they may\ncontinue in their positions after their terms expire, whether or not political balance is required, and\nthe method for selection of the chair. Membership and appointment activity are provided in tabular\nform.
