The complexity of\nMedicaid can present an enormous challenge in meeting the needs of Hurricane Katrina's victims,\nespecially when evacuees cross state lines. State variation in eligibility, covered services, and the\nreimbursement and delivery of services is the rule rather than the exception. Furthermore, although\nMedicaid is targeted at individuals with low income, not all of the poor are eligible, and not all those\ncovered are poor.\n As a federal-state program that helps to finance health care services for people with limited\nresources, Medicaid is an obvious avenue of quick response for support of victims in the aftermath\nof a disaster. The program's federal budgetary status as mandatory spending means that federal\nfunding is available to support coverage for all people who meet the program's eligibility criteria,\nwithout the need for a supplemental appropriation.\n However, the ability of Medicaid to respond to a disaster -- in terms of the numbers and types\nof people who can rely on it for health care support -- may depend on a number of factors, including\ncongressional action to modify statutory provisions (e.g., the level of federal Medicaid\nreimbursement offered to states), the Secretary of Health and Human Services' ability to waive\ncertain program requirements administratively (e.g., regarding eligibility and benefits), and actions\nof the states (each of whom operates its own unique Medicaid program within federal guidelines).\n This report, which will be updated as events warrant, discusses the following:\n Medicaid's rules on eligibility, benefits, and financing in the context of current\nquestions and issues raised by Hurricane Katrina. \n Recent state actions in response to Medicaid issues raised by the\nhurricane. \n Federal Medicaid waiver authority, including information on current activity\nin this area and the New York Disaster Relief Medicaid waiver granted in response to the September\n11 terrorist attacks. \n Current federal legislation related to Medicaid and Hurricane Katrina relief\nefforts.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL33083", "sha1": "45c39830d5e194450768c61f1ad60debda990f38", "filename": "files/20051229_RL33083_45c39830d5e194450768c61f1ad60debda990f38.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL33083", "sha1": "24181dabcc946a4245577dd88615958360db5d33", "filename": "files/20051229_RL33083_24181dabcc946a4245577dd88615958360db5d33.pdf", "images": null } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc822601/", "id": "RL33083_2005Nov18", "date": "2005-11-18", "retrieved": "2016-03-19T13:57:26", "title": "Hurricane Katrina: Medicaid Issues", "summary": "This report discusses the following: Medicaid\u2019s rules on eligibility, benefits, and financing in the context of current questions and issues raised by Hurricane Katrina.
