The President signed the appropriations bill into law, P.L. 109-289, on September 29, and he signed the authorization bill into law, P.L. 109-364, on October 17.\nThe conference agreement on the appropriations bill provides $436.6 billion for defense, including $366.6 billion in regular appropriations and $70 billion in additional appropriations, mainly as a \u201cbridge fund\u201d for operations abroad. The total of regular appropriations is $4 billion below the Administration request. The Senate-passed bill provided $9 billion less than the request, which freed that much to add to non-defense appropriations bills. The White House , however, threatened to veto the defense bill if reduced defense by more than $4 billion.\nIn action on other key issues, the appropriations bill\u2013\nrejected the Administration proposal to terminate C-17 cargo aircraft production after FY2007 and provided funds for 22 aircraft;\napproved a Navy proposal to provide partial funding for 2 DDG-1000 destroyers\u2014formerly the DD(X)\u2014rather than providing full funding for just one ship as in the House bill;\nincluded funds as requested for one T-AKE cargo ship and for 2 Littoral Combat Ships (LCS), rather than eliminating T-AKE funds and procuring only one LCS, as in the Senate bill; and\nslowed F-35 Joint Strike Fighter procurement, with funds to buy 2 rather than the requested 5 aircraft, but did not eliminate FY2007 aircraft procurement funds as had the Senate bill.\nOn key defense policy issues, the authorization bill\nprovided a 2.2% pay raise, as requested, rather than or a 2.7% raise as in the House bill;\napproved access for all reservists, except Federal employees with Federal health insurance, to the DOD TRICARE medical insurance program with a premium of 28% of the cost of the program;\nrejected House language permitting chaplains to use denominational prayers according to each chaplain\u2019s conscience, but, instead, in report language, required the Army and Navy to rescind recent directives on prayer and return to earlier policies;\nagreed to a substantially amended Senate change in the Buy American Act to allow use of foreign-supplied specialty metals in U.S.-built systems; and\ndid not agree to a Senate provision giving the head of the National Guard four-star rank and the authority to make independent budget requests, but assigned these issues to a commission on the reserves.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL33405", "sha1": "ac1f6dd1c276567a41b9fa1ae43a37f191ac7cf8", "filename": "files/20061019_RL33405_ac1f6dd1c276567a41b9fa1ae43a37f191ac7cf8.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL33405", "sha1": "e6755ef7f2ca90bb9a42146a971deed89d89461c", "filename": "files/20061019_RL33405_e6755ef7f2ca90bb9a42146a971deed89d89461c.pdf", "images": null } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc806739/", "id": "RL33405_2006Sep28", "date": "2006-09-28", "retrieved": "2016-03-19T13:57:26", "title": "Defense: FY2007 Authorization and Appropriations", "summary": null, "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20060928_RL33405_0d1d3084ba5bbe4949c11173c1e4d529a1b1c6dd.pdf" }, { "format": "HTML", "filename": "files/20060928_RL33405_0d1d3084ba5bbe4949c11173c1e4d529a1b1c6dd.html" } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metacrs9428/", "id": "RL33405 2006-09-14", "date": "2006-09-14", "retrieved": "2006-12-05T11:48:02", "title": "Defense: FY2007 Authorization and Appropriations", "summary": "A conference agreement on the FY2007 defense authorization bill, H.R. 5122/S. 2766, is expected soon, and could be voted on in the House as early as September 15.
