In recent practice, such unanimous consent agreements have sometimes included a provision that would require a 60-vote threshold to be met for amendments or legislation to be considered agreed to, rather than the simple majority ordinarily required. These amendments or measures may be of a controversial nature with the potential for causing a filibuster. By incorporating a 60-vote threshold, such UC agreements avoid the multiple requirements imposed by Senate Rule XXII for invoking cloture, while preserving the same requirement for super-majority support.\nThis report will be updated each session of Congress.", "type": "CRS Report", "typeId": "REPORTS", "active": true, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL34491", "sha1": "cc2cf8a5c7320174c582878b1799dfe746040c30", "filename": "files/20090512_RL34491_cc2cf8a5c7320174c582878b1799dfe746040c30.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL34491", "sha1": "cdc4d1a13b0c03b143743401cf0ed6b288b03b7d", "filename": "files/20090512_RL34491_cdc4d1a13b0c03b143743401cf0ed6b288b03b7d.pdf", "images": null } ], "topics": [ { "source": "CongOpsList", "id": 4140, "name": "Senate Floor Proceedings" } ] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc700757/", "id": "RL34491_2008May19", "date": "2008-05-19", "retrieved": "2015-08-27T16:20:31", "title": "Unanimous Consent Agreements Establishing a 60-Vote Threshold for Passage of Legislation in the Senate", "summary": "This report discusses the function and effects of adopting a 60-Vote requirement that establishes procedures for the consideration of legislation.", "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20080519_RL34491_de83834f8c5937c1c06044f9b1dc4d29a4e78c66.pdf" }, { "format": "HTML", "filename": "files/20080519_RL34491_de83834f8c5937c1c06044f9b1dc4d29a4e78c66.html" } ], "topics": [ { "source": "LIV", "id": "Law and legislation", "name": "Law and legislation" }, { "source": "LIV", "id": "Senate", "name": "Senate" }, { "source": "LIV", "id": "Legislation", "name": "Legislation" } ] } ], "topics": [] }
