Use of the allowance was limited to five years, beginning the day of expiration of a Speaker\u2019s tenure as a Representative, and was to be used solely for the administration and conclusion of matters relating to service as a Representative and Speaker of the House.\nLegislation to limit or abolish the allowance for former Speakers has been periodically introduced in previous Congresses. The legislative branch appropriations act for FY2019, P.L. 115-244, was enacted on September 21, 2018, and included a provision to repeal the allowance.
