S.\n1948 was enacted as the final appendix to  P.L. 106-113  (1999). The problem that this bill is\nintended to address is a \"new form of piracy on the Internet caused by acts of 'cybersquatting,' which\nrefers to the deliberate, bad-faith, and abusive registration of Internet domain names in violation of\nthe rights of trademark owners.\"",
