A federal district court upheld many of the\nregulations, but\nstruck down four of them and enjoined their implementation. At the appellate level, only the new\nregulation allowing \"conservation use\" of a grazing allotment to the exclusion of livestock grazing\nfor the full term of a permit was held invalid. In a unanimous opinion, the Supreme Court on May\n15, 2000, upheld the remaining regulations.
