Even so, the program still\ncollects only 17% of child support obligations for which it has responsibility and collects payments\nfor only 37% of its caseload. The Clinton Administration's FY2001 budget included several new\ninitiatives intended to collect more child support from noncustodial parents that can afford to pay,\nstreamline program distribution rules so that more child support goes to custodial parents, and\nestablishes a fatherhood grant program to help noncustodial parents to get the support and skills they\nneed to find and retain employment and to become more involved in the lives of their children. \n H.R. 4678 , the Child Support Distribution Act of 2000, included many of these\nprovisions.
