      "summary": "This report shows in tabular form how much the Administration requested and how much Congress appropriated for U.S. payments to the multilateral development banks since 2000. \nMultilateral development banks provide financial assistance to developing countries in order to promote economic and social development. The United States belongs to several multilateral development banks, including the World Bank and four regional development banks (the African Development Bank, the Asian Development Bank, the Inter-American Development Bank, and the European Bank for Reconstruction and Development). It also belongs to the North American Development Bank, which is a binational (U.S.-Mexico) development bank; the International Fund for Agricultural Development, which focuses on poverty and hunger in developing countries; and several trust funds administered by the World Bank, which focus on specific global issues such as food security and the environment.\nThe United States appropriates funding on an annual basis to various multilateral development banks and related funds. For FY2020, the Administration requested funding for a capital increase at the World Bank\u2019s non-concessional lending facility (the International Bank for Reconstruction and Development), as well as funding for annual payments to the concessional lending facilities associated with the World Bank, the Asian Development Bank, and the African Development Bank. For FY2020, Congress appropriated these funds, as well as providing funding to the International Fund for Agricultural Development and the Global Environmental Facility (administered by the World Bank) (P.L. 116-94).\nThe implementing legislation for the United States-Mexico-Canada trade agreement (USMCA) also includes funding for a capital increase at the North American Development Bank. It also belongs to the North American Development Bank, which is a binational (U.S.-Mexico) development bank; the International Fund for Agricultural Development, which focuses on poverty and hunger in developing countries; and several trust funds administered by the World Bank, which focus on specific global issues, such as food security and the environment.\nThe United States appropriates funding on an annual basis to various multilateral development banks and related funds. In FY2018, U.S. appropriations for MDB programs totaled $1.5 billion. Most of the FY2018 funding (about 90%) went to the concessional lending facilities at the MDBs, which provide grants and low-cost loans to the world\u2019s poorest countries. Congress also provided funding for the African Development Bank, IFAD, and the Global Environmental Facility (GEF), administered by the World Bank.\nThe Treasury Department manages U.S. participation in the MDBs, and the Administration\u2019s request is submitted as part of Treasury International Programs. For FY2019, the Administration has requested $1.4 billion for the MDBs and related funds. Most of the funding would go to the concessional lending facilities at the World Bank, the African Development Bank, and the Asian Development Bank. It would also provide funding for the African Development Bank. The title of this report will also change annually, as new yearly appropriation figures are added.\nFor FY2017, Congress appropriated funds for several of the nonconcessional lending facilities at the MDBs. Several of the MDBs were in the process of increasing the size of their nonconcessional lending facilities, a process frequently called a \u201cgeneral capital increase\u201d (GCI). In addition to funds for the GCIs, Congress appropriated funds for several MDB concessional lending facilities and more targeted trust funds administered by the World Bank, which are focused on the environment and food security. \nIn March 2017, the Trump Administration proposed cutting $650 million over three years compared to the commitments made under the Obama Administration. For FY2018, the Trump Administration requested $1.48 billion for the MDBs, a 16% cut from the amount appropriated in FY2017. The bulk of the request\u2014$1.32 billion, nearly 90%\u2014would fund U.S. commitments to concessional lending facilities at the MDBs, particularly IDA. Several of the MDBs are in the process of increasing the size of their non-concessional lending facilities, a process frequently called a \u201cgeneral capital increase\u201d (GCI). GCIs are relatively unusual, particularly for so many institutions at the same time. Contributions to the GCIs are expected to be spread out over a five- to eight-year period, depending on the institution. For most of the institutions, the funds appropriated in FY2012 were the first annual payment.
