      "summary": "The Bush Administration seeks a $23.85 billion foreign policy budget for FY2002, representing\na\nnominal increase of 5.3% over FY2001 (2.3% in real terms when the effects of inflation are taken\ninto account). Most of the additional resources are concentrated in a few areas, especially for State\nDepartment operations and a new regional Andean counternarcotics initiative. The budget further\nproposes to cut funding for the Export-Import Bank by 25%.
