During the first\n11 fiscal years (FY1989-FY1999), when assistance totaled just over $1 billion, the annual levels\nwere considerably lower than during the past three fiscal years and the current fiscal year. From\nFY2000-FY2003, assistance totals about $2,556 billion. The Clinton Administration increased\nassistance in FY2000 to fund its \"Plan Colombia\" programs to counter the spread of coca cultivation\nin southern Colombia. \n The Bush Administration has continued \"Plan Colombia\" programs through its Andean\nRegional Initiative (ARI), which also provides increased funding for Colombia's neighbors. In\nFY2002, President Bush also sought authority to expand the circumstances under which funding for\nthe Colombian security forces can be used. As approved by Congress in 2002 and 2003, funding for\nFY2003 and previous years can be used for counternarcotics and anti-terrorist purposes. \n For FY2004, the Bush Administration has requested $573 million in State Department Andean\nCounterdrug Initiative and Foreign Military Financing funds, and estimates it will spend some $45\nmillion in Colombia from the central State Department Air Wing account. The Department of\nDefense (DOD) estimates that it will spend almost $119 million for Colombia from its central\ncounternarcotics account.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RS21213", "sha1": "dfbe203e3d686e9596bdc5d24c528c1386fbfbf6", "filename": "files/20030519_RS21213_dfbe203e3d686e9596bdc5d24c528c1386fbfbf6.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RS21213", "sha1": "4e90fa43ae3a51a120aeaee654e0a23b40c16c49", "filename": "files/20030519_RS21213_4e90fa43ae3a51a120aeaee654e0a23b40c16c49.pdf", "images": null } ], "topics": [] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metacrs2903/", "id": "RS21213 2002-05-03", "date": "2002-05-03", "retrieved": "2005-06-11T12:54:04", "title": "Colombia: Summary and Tables on U.S. Assistance, FY1989-FY2003", "summary": "In early 2002, the Bush Administration requested $573.2 million for Colombia ($538.2 million in FY03 State Department foreign operations funds and $35.0 million in FY2002 emergency supplemental funds).
