      "summary": "In November 2004, Congress passed the Satellite Home Viewer Extension and Reauthorization\nAct\n(SHVERA), which extends and expands upon earlier Acts that regulate the satellite television (TV)\nindustry. One of the most contentious issues was whether to allow satellite TV companies to\nretransmit broadcast network digital TV signals to their subscribers who cannot receive digital TV\nfrom their local network broadcast stations -- that is, they live in \u201cdigital white\nareas.\u201d SHVERA\nprovides limited authority for satellite companies to offer \u201cdistant digital signals\u201d if\ncertain\nconditions are met.
