      "summary": "After restoration of its independence in 1991 following decades of Soviet rule, Latvia made rapid strides toward establishing a democratic political system and a dynamic, free market economy. It achieved two key foreign policy goals when it joined NATO and the European Union in 2004. However, relations with Russia remain strained over such issues as the country\u2019s Russian-speaking minority and energy relations. Latvia and the United States have excellent relations. Latvia has deployed troops to Iraq and Afghanistan, and plays a significant role in efforts to encourage democracy and a pro-Western orientation among post-Soviet countries. This report will be updated as needed.",
